What is the maximum amount an NRI can transfer from USA to India using SBI Express Remit (State Bank of India online money transfer service) ?

You can transfer maximum of $10000 per transaction into beneficiary accounts in SBI.
You can transfer maximum of $1000 per transaction into beneficiary accounts in banks other than SBI.

There is not charge to transfer money to the beneficiary accounts in SBI and its associate Banks.
